Quebec Regular Skilled Worker Program - How to Apply?

All candidates for the RSWP must demonstrate that they meet the required minimum score on the program’s points assessment grid. If your score is sufficient, you can submit a Declaration of Interest (DI) through the online Arrima portal to be considered for the program. The Quebec government will then select certain candidates and invite them to submit a full application to obtain a Quebec Selection Certificate (CSQ).

Once the CSQ is obtained, you can then submit an official application for Canadian permanent residency.

Arrima online portal

The Quebec Ministry of Immigration, Francisation, and Integration (MIFI) has established the Arrima online portal to manage applications for the Quebec Regular Skilled Worker Program (RSWP). Candidates wishing to apply for the RSWP must submit an online Declaration of Interest (DI) form, which includes information on their language skills, work experience, field of training, and education.

MIFI selects candidates from this pool to invite them to submit an application for a Quebec Selection Certificate (CSQ). However, MIFI has not yet detailed its selection process for invited candidates. Once an invitation is received, candidates must submit their complete application within a relatively short timeframe.

CSQ applications submitted via the Arrima portal are generally processed within 6 months.

Processing Time for Quebec Regular Skilled Workers

For the Quebec Regular Skilled Worker Program, it is important to consider two processing times: the one for the Quebec Selection Certificate (CSQ) and the one for the Canadian permanent residency application. These times may vary and are subject to change. It is recommended to regularly check the government website for the most up-to-date information on these processing times.

Fees for Regular Skilled Workers

During immigration through the Quebec Regular Skilled Worker Program (RSWP), candidates must pay fees for both the application for the Quebec Selection Certificate (CSQ) and the federal permanent residency application. Is French Required for the Quebec Regular Skilled Worker Program (RSWP)?

Although French is the official language of Quebec, the RSWP does not require applicants to prove their French language skills to apply, making it more appealing to English speakers wishing to settle in Quebec.

However, proficiency in French is taken into account in the calculation of eligibility points and in ranking candidates in the Arrima pool. Therefore, having some proficiency in French can improve your chances of success and your eligibility for this program.

Points Systems for Quebec Regular Skilled Workers

The Quebec Regular Skilled Worker Program uses two distinct points systems: one to assess eligibility to submit a profile on Arrima, and the other to determine which candidates are invited to apply for permanent selection. If a candidate reaches the minimum points threshold required to submit an Arrima profile, they will then receive an additional score. This score is used to rank candidates against each other, and Quebec may use it to decide who will receive an invitation to apply for the Quebec Selection Certificate (CSQ).

Selection Factors – RSWP Points Grid

To submit a profile on the Arrima portal under the Quebec Regular Skilled Worker Program, candidates must achieve the minimum required scores according to the following eligibility points grid:

– Without spouse or common-law partner: Applicants must obtain at least 43 points for employability factors and a total of 50 points.

– With spouse or common-law partner: Candidates must obtain at least 52 points for employability factors and a total of 59 points.

Please note that the points awarded for academic level depend on the applicant’s field of study or training.
