The Quebec Investor Program is aimed at experienced investors with significant wealth and a net worth they wish to invest in the province of Quebec. To participate in this program, applicants must have a net asset of at least CAD 2 million and be willing to invest at least CAD 1,200,000 with a Quebec financial intermediary.
As with all immigration pathways in Quebec, this program allows candidates to apply for a Certificat de Sélection du Québec (CSQ). Once the CSQ is obtained, the applicant can submit an official application for permanent residency in Canada.
Special opportunity for French speakers: Candidates who have passed an approved language test demonstrating an intermediate-advanced level of proficiency in French are exempt from the admission threshold for this program and can submit their application at any time.
Requirements of the Quebec Investor Program
To benefit from the Quebec Investor Program, candidates must meet three main conditions:
Net Worth: Have a net worth of at least CAD 2 million, acquired legally. Amounts received as gifts within six months preceding the application are not included in this total. This amount can also include the assets of the applicant’s spouse or common-law partner.
Management Experience: Have management experience in a legal agricultural, commercial, industrial, or professional enterprise with staff, excluding the investor, that is equivalent to at least two full-time jobs, or in an international agency or government.
Investment Intention: Plan to settle in Quebec and sign an investment agreement of CAD 1,200,000 with a financial intermediary (broker or trust company) authorized to participate in the program.
Candidates must also achieve the minimum required points according to the evaluation grid for Quebec investors.
Investors meeting these criteria can apply for a Quebec Selection Certificate (CSQ) from the Ministry of Immigration, Diversity, and Inclusion (MIDI). Applications must be submitted in paper format, by mail, or via a courier service.
Applications are assessed considering other factors such as age, language skills, and educational background. The program imposes a limit on the number of applications accepted during a given period and only accepts applications during predetermined reception periods.
