What Is a Validated Job Offer in Quebec?
A validated job offer is an employment proposal from a Quebec employer that must be approved by the Ministry of Immigration, Francization, and Integration (MIFI) of Quebec.
The number of points awarded for a validated job offer depends on the job location:
-
If the position is in the Montreal Metropolitan Area (MMA), including Montreal Island, Laval, and Longueuil, it adds 8 points to the candidate’s application.
-
If the position is outside the MMA, it adds 14 points to the application.
How to Validate a Job Offer in Quebec?
Validating a job offer is crucial for immigration candidates in Quebec, as it demonstrates their commitment to the local labor market and aligns with Quebec’s workforce needs. A validated job offer increases immigration application points, improving eligibility and ensuring a successful integration into Quebec.
Eligibility Criteria for a Validated Job Offer
To be eligible, the job offer must:
✅ Be permanent and full-time.
✅ Belong to Skill Levels 0, A, B, or C of the National Occupational Classification (NOC).
✅ If the profession is regulated in Quebec, the candidate must be authorized to practice it.
✅ Have a neutral or positive impact on the local labor market.
✅ Not be related to an ongoing labor dispute.
✅ Be offered by a company operating in Quebec for at least 12 months, with a written job offer to the candidate and a commitment letter from the candidate confirming their acceptance.
Steps to Obtain a Validated Job Offer
1. Job Offer Requirements
-
The position must meet the eligibility criteria above.
-
The employer must prove that they attempted to hire a Canadian citizen or permanent resident, unless the candidate is already working with a valid work permit.
2. Application and Supporting Documents
-
The employer submits a validation request with the required documents.
-
The job offer must be advertised for at least four weeks on Placement en ligne and another recruitment platform.
3. Recruitment Efforts
-
If the candidate is not already employed with a valid work permit, the employer must provide proof of recruitment efforts, including advertisements on Placement en ligne and at least one other recruitment channel.
After the Job Offer Validation
✅ Apply for a Quebec Selection Certificate (CSQ):
The candidate submits an Expression of Interest through the Arrima portal under the Quebec Skilled Worker Program.
✅ Apply for Permanent Residence:
Once the CSQ is obtained, the candidate applies for permanent residence as a Quebec-selected skilled worker. Unlike federal Express Entry, this process follows a separate pathway. The federal government will conduct medical and security checks before granting permanent residence.
Important Note
While candidates must intend to reside in Quebec, permanent residents have mobility rights under the Canadian Charter of Rights and Freedoms, allowing them to live and work anywhere in Canada.
